How Microsoft 365 licensing works
Microsoft 365 is licensed per user, per month, bought as a subscription for a fixed term, and assigned to people inside one tenant — your organisation's Microsoft 365 directory. Understand those four words — user, subscription, term, tenant — and most licensing questions answer themselves.
- A subscription is a quantity of licences for one product. Buying "50 × Business Premium" creates one subscription with 50 seats. You assign a seat to a user; that user gets every service in the plan.
- A licence follows the person, not the device. One licensed user can install the Microsoft 365 desktop apps on up to five PCs or Macs, five tablets and five phones — that's Microsoft's own wording for Apps for business.
- Plans are bundles of service plans. "Microsoft 365 E3" is really Exchange Online Plan 2 + SharePoint + OneDrive + Microsoft 365 Apps + Intune + Entra ID P1 + Windows Enterprise and more. Admins can switch individual service plans off per user.
- You can mix plans in one tenant. Microsoft says Enterprise, Business and standalone plans can be combined in a single account — for example E3 for office staff and F3 for the shop floor.
- Terms and billing are separate choices. A one-year term can be billed monthly or yearly. Under Microsoft's new commerce rules, what you commit to is what you pay for until renewal (section 12).
Licences are cheapest to fix before you buy. Most over-spend we see comes from buying one plan for everyone. A mixed tenant — premium plans for people who need them, frontline plans for those who don't — is normal and fully supported.
The plan families at a glance
Microsoft sells Microsoft 365 in families. Each family has its own seat rules and its own audience. Prices below are XcellHost's published INR prices per user per month on an annual commitment, excluding GST; follow the link for the plan page.

* Indicative on our E7 page; final INR price on quote. Price conflicts between our own pages are listed in section 16.
Microsoft's Indian price list and XcellHost both quote per user per month, paid yearly, GST extra. Through XcellHost you receive a single INR tax invoice with 18% GST, which GST-registered businesses can normally claim as input tax credit — confirm eligibility with your CA.
Business plans: Basic, Standard, Premium (up to 300 users)
Microsoft's service description is explicit: the Business plans are "designed for organizations with up to 300 users", and the 300 limit applies to provisioned licences across the whole Business family, not per plan. Its own example: if you hold 250 Business Premium seats, you can add only 50 more Business seats of any kind. Microsoft "reserves the right to enforce" that tenant limit.
Web and mobile apps only, Exchange mailbox, 1 TB OneDrive, SharePoint, Teams.
- 100 GB mailbox, 50 GB archive
- 1 TB OneDrive
- No desktop Office apps
Everything in Basic plus the desktop apps — Word, Excel, PowerPoint, Outlook, OneNote, Access (PC).
- Desktop apps on 5+5+5 devices
- 100 GB mailbox
- Entra ID Free only
Microsoft 365 Apps for business
Just the desktop apps and 1 TB OneDrive — no business email. Microsoft lists it for up to 300 users at ₹830 per user per month. It suits firms that keep mail elsewhere (Zoho, Google, on-premises) but want genuine Office.
"With Copilot" and "no Teams" variants
On Microsoft's Indian price page, Business Standard and Business Premium now appear as "with Copilot" bundles (Microsoft 365 Copilot Business included), each also offered in a no-Teams version. Microsoft's July 2026 update gave all three Business plans an extra 50 GB of mailbox (now 100 GB) and added Safe Links time-of-click URL protection to Basic and Standard.
Hitting 301 users does not mean moving everyone to E3. Keep Business Premium for up to 300 people and license the rest with Enterprise or Frontline plans — or plan a full move when growth makes the 300 line permanent. Section 18 covers the upgrade path.
Microsoft 365 E3 and E5, Office 365 E1/E3/E5, Apps for enterprise
Enterprise plans have no seat maximum. The difference between the "Microsoft 365" and "Office 365" suites is device and identity management: Microsoft 365 E3/E5 add Intune, Entra ID, Windows Enterprise and Defender for Endpoint on top of the Office 365 services.
| Plan | What it adds | Security core | XcellHost price |
|---|---|---|---|
| Office 365 E1 | Web/mobile apps, 50 GB mailbox, Teams, SharePoint, OneDrive | Exchange Online Protection; time-of-click URL protection from 2026 | ₹830 |
| Office 365 E3 | Desktop apps, 100 GB mailbox + archive, DLP, sensitivity labels | Defender for Office 365 P1 added in 2026 | ₹1,910 |
| Office 365 E5 | E3 + Teams Phone, Audio Conferencing, Power BI Pro, advanced Purview | Defender for Office 365 P2 | ₹3,150 conflict |
| Microsoft 365 E3 | Office 365 E3 + Intune, Entra ID P1, Windows Enterprise E3 | Defender for Endpoint P1; Defender for Office P1, Intune Plan 2, Remote Help and Advanced Analytics added in 2026 | ₹3,000 conflict |
| Microsoft 365 E5 | E3 + Defender Suite + Purview Suite, Teams Phone, Power BI Pro | Defender XDR, Entra ID P2, Security Copilot; EPM, Cloud PKI, Enterprise App Mgmt in 2026 | ₹4,920 conflict |
| Microsoft 365 Apps for enterprise | Desktop apps + 1 TB OneDrive, no mailbox; shared-computer activation | — | Price on quote |
Microsoft's service description confirms the key splits: desktop apps are in Business Standard/Premium and E3/E5 but not in Business Basic, E1 or the F plans; Power BI is included only in the E5 suites; and E5 contains Phone System (Teams Phone) and Audio Conferencing, with a calling plan bought separately. Note that Microsoft's Indian price page also lists E5 and E7 SKUs "without Audio Conferencing" — check which variant your quote names.
"E3 + add-on" is often cheaper than E5 for mixed needs. Microsoft sells the Defender Suite (formerly E5 Security) and Purview Suite (formerly E5 Compliance) as add-ons that require Microsoft 365 E3 or Office 365 E3 + EMS E3. We list the Defender Suite at ₹1,000; the Purview Suite is on quote. Compare both routes in the calculator.
Teams or no Teams? The unbundling story, settled
For two years "do we still get Teams with E3?" was the most common question we heard. Here is the verified sequence and where things stand on 31 October 2026.
- Today, India included: Microsoft's licensing news says Teams-inclusive Enterprise suites are available "worldwide again" to all customers, new and existing, from 1 November 2025. No-Teams versions remain, at a lower price, for organisations that use another meeting platform.
- No-Teams + Teams Enterprise costs more than the with-Teams suite after Microsoft raised the standalone Teams Enterprise price in November 2025 — so the two-SKU route only makes sense if you genuinely don't need Teams.
- Business and Frontline plans were always sold with Teams outside the EEA; no-Teams Business versions also exist.
- E7 is also available with and without Teams, per Microsoft's launch post.
Some Microsoft Learn pages still describe the 2024 rule ("Teams-inclusive suites no longer sold to new customers"). The November 2025 licensing announcement is newer and is what partners transact against — ask us to confirm the exact SKU before you order.
Copilot Chat, Microsoft 365 Copilot, Agent 365 and E7
Four AI licences, often confused. In order of cost:
Microsoft states Copilot Chat is "available at no additional cost for all Microsoft Entra account users with an eligible Microsoft 365 subscription". Web-grounded chat with enterprise data protection; the July 2026 update added Copilot Chat enhancements and analytics to every suite.
The SMB add-on for Business plans, also sold as "Business Standard/Premium with Copilot" bundles (₹1,955 / ₹2,660 on our page). Microsoft has announced that usage-based billing for select advanced AI features becomes default-on for new Copilot Business licences from 1 December 2026. Standalone add-on: price on quote.
Grounded in your mail, files, chats and meetings through Microsoft Graph; needs a qualifying Microsoft 365 base licence. Indicative ₹2,649* per user per month on our E7 page; final price on quote. Agents built in Copilot Studio need an Azure subscription or prepaid capacity.
Agent 365 is Microsoft's "control plane for AI agents" — inventory, access and governance — generally available since 1 May 2026. E7, the Frontier Suite, combines E5, Microsoft 365 Copilot, Agent 365 and the Microsoft Entra Suite, generally available 1 May 2026. See Microsoft 365 E7 (indicative ₹8,699*) and Agent 365 (licence on quote).
Pilot before you commit. Copilot is a per-user annual commitment; start with 10–20 people whose work is document- and meeting-heavy, measure, then scale. Microsoft's Copilot pricing page shows monthly billing about 20% above the yearly price — and only a 7-day refund window once paid.
Frontline plans: F1 and F3
Frontline plans are for staff who work on shared or mobile devices — retail counters, plants, warehouses, hospitals, field teams. They are much cheaper because they are deliberately limited.
| Plan | Mailbox | Office apps | OneDrive | XcellHost price |
|---|---|---|---|---|
| Microsoft 365 F1 | None — no mailbox rights | Read-only on the web | 2 GB | ₹230 |
| Microsoft 365 F3 | 2 GB (Exchange Kiosk) | Web & mobile, create and edit | 2 GB | ₹630 |
| Office 365 F3 | 2 GB (Exchange Kiosk) | Web & mobile | 2 GB | ₹350 |
| Teams Essentials for Frontline | — | Teams only | — | ₹165 |
Microsoft notes that F1 licences may provision an Exchange K1 mailbox so Teams works fully, but F1 users are not entitled to use that mailbox. If a frontline worker needs email, buy F3. F-plans have no desktop apps; Microsoft 365 F1 and F3 include Intune and Entra ID P1 for device and identity control.
Education, nonprofit and government
Education: A1, A3, A5
Office 365 A1 is free and web-only. Microsoft 365 A3 adds the desktop apps and device management; A5 adds advanced security, compliance and analytics. Microsoft retired the transitional Office 365 A1 Plus (with desktop apps) — unassigned A1 Plus users were moved to A1 on 1 August 2024 and remaining licences expire. Institutions needing desktop apps now license A3/A5 or the desktop-apps add-on. Prices on quote; eligibility is verified by Microsoft.
Nonprofit: the 2025 grant change
Microsoft discontinued both the free Office 365 E1 grant and the Microsoft 365 Business Premium grant. Its nonprofit updates page (section dated 1 July 2025) says existing grant licences expire on the next renewal date and won't renew. Nonprofits still get up to 300 granted Microsoft 365 Business Basic licences and discounts of up to 75% on many offers, including Business Premium, Business Standard and E1. Our nonprofit prices: Business Premium ₹480, E3 ₹700, E5 ₹2,420, F3 ₹230, Office 365 E3 ₹480.
Grant licences are not converted automatically. Microsoft asks nonprofits to move users manually in the admin centre before the grant subscription ends, to avoid data loss. Book the move before your renewal date.
Government
Microsoft 365 Government (GCC, GCC High, DoD) is for US federal, state, local and tribal entities and certain US-regulated contractors. It is not an option for Indian ministries, PSUs or state bodies, which buy commercial plans. For sovereign-hosting requirements, see India specifics.
Add-ons: what you can bolt on, and what it needs
Add-ons extend a base plan. Most have a prerequisite — buy the add-on without it and the licence won't assign. Prices are XcellHost's published INR per user per month; "Quote" means we don't publish a fixed price.

Licensing rules that trip people up
Shared mailboxes
A shared mailbox needs no licence of its own up to 50 GB — but every person who opens it must hold an Exchange Online licence. It needs a licence if you want more than 50 GB (Exchange Online Plan 2 takes it to 100 GB), an auto-expanding archive, or a litigation hold (Plan 2, or Plan 1 + Exchange Online Archiving).
Resource accounts and meeting rooms
Room and equipment mailboxes don't need a licence below 50 GB. Teams auto attendants and call queues use free resource-account licences. Meeting-room devices are different: Microsoft says per-user suite licences are not authorised on shared meeting devices — each Teams Rooms system needs Teams Rooms Basic (free, up to 25) or Teams Rooms Pro.
Guests and external users
Guests (B2B collaboration) do not consume your Microsoft 365 seats. Premium Entra features for guests are billed on a monthly active user (MAU) model through an Azure subscription linked to your tenant. Microsoft states the first 50,000 MAU are free on the External ID basic tier, and reserves the right to enforce that limit for B2B with 12 months' notice.
Archives are per person
Microsoft prohibits using one user's archive mailbox to store mail from multiple users. "Journal everything into the admin's archive" is a licensing breach — license the archive per mailbox.
Mixing plans and the 300-seat line
Business, Enterprise, Frontline and standalone plans can all sit in one tenant. The only family cap is 300 Business seats in total. Many 400-person firms run 280 Business Premium + 120 F3 — fully compliant.
Frontline eligibility
F-plans are intended for frontline workers whose main job isn't at a desk. Giving F3 to office staff to save money creates compliance and productivity problems — no desktop apps, a 2 GB mailbox and 2 GB OneDrive.
Where the rules are written
Microsoft publishes the authoritative detail in three places: the service descriptions on Microsoft Learn (what each plan contains and its limits), the Product Terms (use rights) and Microsoft Licensing guidance pages (suites and prerequisites). We cite the exact pages in Sources.
Terms, billing and cancellation under new commerce
Partners like XcellHost sell Microsoft 365 through Microsoft's new commerce platform. It supports monthly, annual and three-year terms for many subscriptions, with monthly or upfront billing. The rules that cost money:
- 7-day window. Microsoft's cancellation policy gives a prorated refund within seven calendar days of purchase for licence-based subscriptions. After that, "the cancellation window doesn't reopen until the subscription itself renews into a new term."
- Seats go up any time, come down only at renewal. Reductions happen inside the 7-day window or at renewal. Plan renewal reviews 30–60 days ahead.
- Monthly terms cost more. Microsoft's own price pages show monthly-commitment prices about 20% above the annual price — for example Copilot Business at $21.00 a year-term versus $25.20 month-to-month. Paying an annual term in monthly instalments may also carry a small uplift; ask for both quotes.
- Prices are fixed for the term you commit to. Microsoft's July 2026 price rise applied at renewal or new purchase, so annual and three-year terms protect you from mid-term increases. Microsoft introduced three-year Enterprise SKUs in June 2025.
- Upgrades mid-term are allowed — for example Business Premium to E3, or E3 to E5 — including partial upgrades of some seats. Downgrades wait for renewal.
- Trials last one month, can be cancelled during the trial and convert to paid otherwise; a cancelled trial can't be restarted.
Use monthly terms for seasonal or uncertain headcount (contract staff, projects) and annual terms for your stable core. The Microsoft CSP Licensing Guide goes deeper on terms, co-terming, promotions and transfers.
What changed in 2025–2026
- Nonprofit grants change. Office 365 E1 and Business Premium grants discontinued at next renewal; up to 300 Business Basic grant licences remain.
- Teams-inclusive Enterprise suites return worldwide. No-Teams suites repriced lower; Teams Enterprise standalone price raised.
- 2026 price and packaging update announced. Copilot Business SKUs and bundles go live for partners.
- Standalone SharePoint and OneDrive Plans 1 & 2 retiring. End of sale June 2026 (no new customers after 31 May 2026), no renewals from January 2027, end of service December 2029. Defender and Purview Suites for Business Premium become orderable.
- Microsoft 365 E7 and Agent 365 generally available.
- Packaging rollout. Business plans +50 GB mailbox; E3 gains Defender for Office P1, Intune Plan 2, Remote Help, Advanced Analytics; E5 adds Security Copilot, Endpoint Privilege Management, Cloud PKI, Enterprise App Management.
- Global price rise. Microsoft's USD list: M365 E3 $36→$39, E5 $57→$60, Business Basic $6→$7, Business Standard $12.50→$14, F1 $2.25→$3, F3 $8→$10. Business Premium, E1 and the Defender/Purview Suites unchanged. INR prices are set locally — check your renewal quote.
- Announced: usage-based billing default-on for new Copilot Business licences.
India specifics: INR, GST, data residency, DPDP and Teams Phone
INR billing with GST
Buying through an Indian partner gives you an INR tax invoice with 18% GST, a local contract and local support. GST-registered buyers can normally take input tax credit on that GST. Every price on this page excludes GST; the calculator adds it.
Where your data lives
Microsoft has four Azure regions in India — Central India (Pune), South India (Chennai), West India (Mumbai) and India South Central (Hyderabad). For Microsoft 365, India is covered by the Product Terms data-residency commitment: if your tenant is provisioned in India, Microsoft commits to store at rest in India Exchange mailbox content, SharePoint and OneDrive files, Teams chats and stored Copilot interactions.
India is also a Local Region Geography for the Advanced Data Residency (ADR) add-on, which extends commitments to more services such as parts of Purview. ADR must cover 100% of the paid licences in the tenant. Multi-Geo is the option for global firms that need some users' data in India and others abroad.
Data location is set by the tenant's default geography at sign-up. A tenant created with a non-India address stays outside the India commitment unless migrated. Check the Data Location card in the Microsoft 365 admin centre before you assume.
DPDP Act and Rules
The Digital Personal Data Protection Rules, 2025 were notified on 14 November 2025 with an 18-month period for phased compliance. The highest penalty — up to ₹250 crore — applies to failing to keep reasonable security safeguards. Licensing matters here: Conditional Access (Entra ID P1), device compliance (Intune), DLP and sensitivity labels (Business Premium/E3), and insider-risk and audit tools (E5 or the Purview Suite) are the controls most DPDP programmes rely on. This is general information, not legal advice.
Teams Phone in India
PSTN calling in India runs on Operator Connect for India or Direct Routing, built to Indian toll-bypass rules. Microsoft requires an India-specific Teams Phone licence from a licensed Indian telecom operator — even if the user already has Teams Phone through E5. Wireline numbers need Location-Based Routing.

Worked examples
45 professionals on Business Premium (₹1,830) for Intune, Conditional Access and Defender; 5 back-office on Business Basic (₹170).
- Monthly
- ₹82,350 + ₹850 = ₹83,200
- Annual + 18% GST
- ₹9,98,400 + ₹1,79,712 = ₹11,78,112
Over 300, so the office moves to Enterprise: 150 on M365 E3 (₹3,000 plan-page price), 300 plant staff on F3 (₹630), Defender Suite (₹1,000) for 20 admins.
- Monthly
- ₹4,50,000 + ₹1,89,000 + ₹20,000 = ₹6,59,000
- Annual + 18% GST
- ₹79,08,000 + ₹14,23,440 = ₹93,31,440
At the ₹3,245 Defender-page E3 price, monthly becomes ₹6,95,750.
90 programme staff on the free Business Basic grant; 30 finance and leadership on Business Premium Nonprofit (₹480) for device security.
- Monthly
- ₹0 + ₹14,400 = ₹14,400
- Annual + 18% GST
- ₹1,72,800 + ₹31,104 = ₹2,03,904
Right-sizing and true-up: stop paying for empty seats
Two numbers decide waste: assigned licences versus active users (from the Microsoft 365 admin centre usage reports, last 90 days), and over-licensed users — people on E5 who use only E3 features, or desk-less staff on E3 who would be fine on F3. Under new commerce you can only reduce at renewal, so run this check 60 days before.
| Plan | Licences owned | Active users (90 d) | Unused | Waste / mo |
|---|
Illustrative, excl. GST, using XcellHost plan-page prices: E5 → E3 saves ₹1,920, E3 → F3 ₹2,370 and Business Premium → Business Basic ₹1,660 per user per month. Moves to F3 only for genuine frontline roles. Reductions and downgrades apply at renewal.
Remove licences from leavers on their last day and convert their mailbox to a shared mailbox (no licence under 50 GB) — keep the data, free the seat. Our Managed Microsoft 365 Professional plan includes a quarterly licence review.
Migration paths
- Map Google editions to plans: Business Starter → Business Basic; Business Standard/Plus → Business Standard or Premium.
- Buy licences for the move; keep Google active until cut-over.
- Migrate Gmail, Calendar, Contacts and Drive in batches; switch MX last.
- Rebuild shared drives as SharePoint sites and Teams; retrain on Outlook and OneDrive.
- Cancel Google seats after the verification window.
- Choose cut-over (small) or hybrid (staged, larger) migration.
- License every migrated mailbox; shared and room mailboxes under 50 GB need none.
- Sync identities with Entra Connect; plan MFA and Conditional Access before go-live.
- Move mailboxes; repoint MX, Autodiscover and SMTP relays.
- Decommission or keep one management server per Microsoft's hybrid guidance.
- Trigger: approaching 300 Business seats, or need for E5 security, Teams Phone or Windows Enterprise.
- Use a mid-term upgrade (Business Premium → E3/E5) — no data migration, same tenant.
- Align the new subscription's renewal date with your others.
- Re-check Intune and Defender policies — Defender for Business and Defender for Endpoint differ.
- Keep Business seats for staff who don't need Enterprise features.
We charge ₹999* per mailbox for migration from Google, Zoho, Exchange or IMAP (indicative, excl. GST). See Managed Microsoft 365.
Common mistakes to avoid
- One plan for everyone. Mix Business, Enterprise and Frontline plans by role.
- Buying monthly "to be flexible" for the whole tenant. You pay roughly 20% more; keep monthly for genuinely variable seats.
- Missing the 7-day window. Typo a quantity, notice on day 8, pay for a year.
- Forgetting auto-renew. Review quantities 60 days before renewal — that's your only chance to reduce.
- Licensing shared mailboxes unnecessarily — or not licensing them when they exceed 50 GB or need a hold.
- Giving F1 users email. F1 has no mailbox rights; buy F3.
- Assuming E3 includes Teams Phone or Power BI. Both are E5 inclusions.
- Treating Copilot Chat as Microsoft 365 Copilot. Only the paid licence works across your mail, files and meetings.
- Buying E5 for "security" and never switching it on. Deploy Defender, Entra P2 and Purview, or don't pay for them.
- Ignoring the 300 cap when growing. Plan the Enterprise move before seat 301.
- Room devices on user licences. Teams Rooms need Rooms Basic or Pro.
- Wrong tenant geography. A tenant created outside India is outside the India data-residency commitment.
